They have very small nerves that causes them to do this. They get very cold also.

Shivering in dogs can be due to medical or environmental conditions. Among pathologies, pain is major reason that can be due to
  1. Muscular and skeletal problems
  2. Disc injury
  3. Due to some diseases etc.
Other reasons can be
  1. Fleas
  2. Skin parasites
  3. Nervousness
Among environmental or natural factors, exposure to cold or swimming are major contributor for dog shivering.  Ideally, you should take you dog to vet.
