If it's a tropical tank you need to wait 2 weeks before putting fish in if it's a cold water tank then it's only a 24 hour wait.
When you first set up a brand new tank you have to let it go through the cycling process. Benificial bacteria gradually build up on the surfaces in the tank like the glass, gravel, and ornaments. This is a necessary process if you want a healthy successful fish tank. Do not rush it by putting fish in the tank before it is ready or you will just have problems and dying fish. Your tank may become cloudy and this is part of the process and normal to experience. Get a test strip kit from your local fish store and test your water. When all levels are correct (which could be up to a month from now) you can start adding fish, but only a few every week or so. Do not stock your tank with lots of fish all at once. A good website to educate yourself with is www.aquariumfish.net and www.wetwebmedia.com Please find out all you can before starting fishkeeping. You will have more success in the long run. Happy fishkeeping!

After all the debris settles to the bottom, put the bag of water that the fish are in on top of the water so that the fish can gradually get used to the temperature of the water, you can usually untie the bag and let them out within an hour
