Needs to be taught it; he doesn't automatically see paper and think pee.
You'll need to spend a couple weeks or so watching him like a hawk; get to know what he does when he's about to pee or poo and start oiking him up whenever you see these signs and running him over to the paper, praising the hell outta him when he does anything on the paper, showering him with treats and love. As he gets more used to this, a simple good boy or treat will be okay; you don't need to spend the rest of his puppy-hoos freaking out whenever he tinkles. :-)
Also, make sure he has easy access to the paper; if it is in another room, have the door open so he can get to it.
