If there is no discharge, or oozing, then this is an allergic reaction that the dog has had to something. No, this will not effect you, unless you are also allergic to the same thing, in which case you would have had a reaction by now.

You need to get Benadryl for your dog, and give him 1mg per pound of his weight, every eight hours. Since he has had an allergic reaction, his condition could get much worse and he could end up struggling to breathe. Keep administering the Benadryl, and over 16 hours you should see a change. If he does not get completely better in 2 days, take him to your local vet for tests and possibly a stronger medication.

This sounds like an allergic reaction.  Take your dog to your veterinarian for diagnosis and to start treatment.  They can determine if there is any risk to you.
Ideally when dogs have an allergic reaction injectable Benadryl and steroids are used to treat it.  Injectable medications provide the most effective and fastest relief for your dog.  This is followed up by Benadryl at home.  Allergic reactions can cause weakness, difficulty breathing, and vomiting--this is an emergency.
