It is perhaps OK to give cats milk but only once in a while. Cats should not get into a habit of drinking milk and milk should not constitute a regular part of the cat's diet as it is not necessary and is also lacking in some vital nourishments that the cats should have in order to remain healthy. Lactose intolerant cats should not be given any external milk however; if the cat really likes milk then lactose free milk could be obtained from a pet store.
Kittens should be allowed to drink their mother's milk as nature has provided this for them, for healthy growth, in early stages of life.
