Pug Hind Legs Are Shaky/won't Eat/no Energy, Why?

I have a 16 year old male pug. When he stands he squats on his rear legs. It looks like he is losing muscle control in his rear legs. His breathing is becoming heavier. He seems like he cannot get comfortable at times and stands for long periods of time. Any assistance on these problems would be appreciated.
