Nope, it's not okay to breed any dog on their first season. It's not good for them, higher risk and can have long term effects to their health as well as immediate ones. They also aren't usually mature enough mentally or emotionally to be good Dam's as well as physically. Chihuahua's should be minimum third season to two years the first time they are bred.
If you are thinking about breeding use the time to learn about breeding and being a good/responsible breeder and why it's so important. It's not as simple as throwing just any two dogs together and having cute pups. You can also start putting away money for breeding, pregnancy, raising pups and emergency (they are also prone to difficulties while nursing such as eclampsia) and in case she needs a c-section which chihuahua's do frequently and all of those sorts of things.
Consider if what she/that litter is going to contribute to her breed is worth her life to you since it's a definite possiblity and the less you know the higher those chances go. It would be a good idea to see if you can find a mentor or two to help you when you need it and with all the decisions and pit falls of breeding if you're serious about it. Good Luck.
