No there is not !! If so its not going to work. You can try a few things for one go to a lamb and rice or chk and rice based food it will take a about 4 to 6 weeks to notice , then you can give baths in head and shoulders or selson blue to help the itching. The reason I say that on food is b.c dogs do have allergies like people and once you keep adding components on each other they will blow up as far as itching breaking out constant problems. The main food  they are allergic to is beef corn and wheat, so we try to eliminate the beef.
 
you can try using chloropheniramine , also know as chlorotrimaton over the counter same drug that we use for allergies. Just one tablet two to three times daily.
 
And be sure that you don't have a fleas problem that can make them itch also. If so go get you some comfortis from your vet for fleas great product relatively cheap.  dogs can have allergies to fleas were it just takes one bite.

There are many lotions.  However, some have side effects from long term use and the problem will only be resolved if you address the underling cause of your dog's itchy skin.  
The 3 main causes of itchy skin in dogs are fleas, diet and atopy.  However, you need to see your local vet to find out exactly what it is.  Skin conditions often take time and a process of investigation to resolve.  Your vet will take a thorough history of the problem, examine your animal and do diagnostic tests.

I would just use vinegar and give the dog a vinegar water bath it soothes the skin and balances the ph.
