This is due to skin infection on the skin of your dog that has caused bump and it is bleeding as well. You need to get it fixed by using any anti-allergic medicine and bath your dog with some soap that is anti-allergic as well. This is "Dermiod Sinus" that can cause infection in dogs.

Dear, looks like your dog has some kind of allergy. It may be an allergic reaction of something. You know dogs can also get hives. It would be great if you take your dog to the vet as soon as possible. You can also call the vet, he would let you know what you can do at home. You need to figure out what that thing is which your dog is allergic to. It can his shampoo, food and even carpet or grass. Hope he gets well soon, but for that you need to take him to the vet immediately.

I'm online searching for answers on this too. My 4 year old dachshund keeps getting these small lumps that form on his head but they don't last long and it's usually not more than one at a time. He had a bad allergic reaction about a month ago and it's been going on since then. He seems fine and they don't bother him, but it worries me...

She could have bites from something, like fleas, or allergies, but I'm surprised it doesn't itch, does she shake her head a lot?

Just on the head? Could be juvenile acne. Also could be staff infection or something else. You should probably see your vet to be sure.
