My old poodle had cysts. She had one on her ear, nose a few on her neck. They were all small except one. The vet said no worries unless they got irritated. One did get infected and then removed by the vet...no further problems. She lived to be 18 years old, and had a happy healthy life. R.I.P. CANDY 07/1988 - 06/2006.
A cyst is a possible diagnosis for this pump. Poodles are prone to chronic skin conditions. It is not typical for cysts to form in a dog of this age. Have your dog examined by a veterinarian. This may be a normal part of her anatomy--dogs have small, hard nodules where the rib bone and cartilage extending from the sternum meet--it is called the costro-chondral junction and can feel like a mass.
Any lump on a dog needs to be examined by a veterinarian and have a fine needle aspirate performed. You cannot tell if a mass is a cyst, tumor, abscess or if it benign or malignant just by looking at it.

Cysts can show up at anytime anywhere on an animal, you can have them drained if you like. Hope this helps, good luck.
