It depends on what kind of dog you have. Because usually it is a distinct behavior due to the kind of dog. I have a Japanese Chin and licking his paws is an instinct. They are known as cat like dogs. It's strange. But your dog might just have this same instinct. Other than that I can only guess he's just cleaning himself.
