How newborn? Immediately at birth it helps clear the lung's and airways but after that it is an indication there's a problem.
Newborn's shouldn't be fussing if thing's are proceeding well/normally.  They sleep, eat, and get stimulated pretty much. A few of the thing's that may cause crying in a newborn: Wrong temp (usually too cold), they must be at a certain temp in order to properly digest their food. Be careful with anything used to warm thing's up and monitor closely as they can also become too warm and that can cause problems. Infection in many forms and can originate from the birth, environment, the pup's or the dam may be becoming ill and making her pup's sick. They aren't getting enough to eat for some reason. The first 3 or 4 days they need to eat a little more often and feeding's take longer because the dam is producing colostrum and not milk yet. And a ton of other thing's. It's best to see your vet and go over everything with them since thing's go downhill VERY quickly after an indication of a problem. They should be able to help you figure it out. Newborn pup's shouldn't be crying. If they are it means there is a problem somewhere. There can be a lot of thing's wrong. Not enough food, infection (often coming from the dam), were the sire and dam STD tested and clear, possibility of herpes? Is the temperature the correct one for digestion? Is she caring for them properly? Everyone clear of something like cleft palate (often interfering with their ability to eat)?  Something like this often involves some sort of infection in the dam (like mastitis). You should probably get everyone checked out. It may save their lives and better safe than sorry. Good Luck to you all and hope everything turns out okay.
