My dog loves bell peppers. She never has any problems and is on a completely raw diet. She will eat just about any raw vegetable.

Yes they can...but they won't
Dogs cannot digest raw peppers. Wild canids do not eat vegetables as such. They eat them ready digested by eating their prey's stomach contents, which are pre-digested. Raw veg is useless to a dog.
