You forgot to mention other symptoms of illness that your dog is showing like scooting, swelling, bleeding, urinary incontinence, dribbling etc. Bottom licking is common in female dogs during start of heat when vulva is swollen. Other possibility is urinary tract infection. Impacted or infected anal gland also urge dogs to lick at the bottom. Swelling due to insect bite at bottom causes irritation leading to bottom licking. Some worms that are excreted through stools of dogs get stick to anus and surrounding areas. These worms or their eggs can cause irritations leading to bottom licking. So, your should take your dog to vet for physical examination and treatment.

She may have worms. Have you been to the vet. I would do that before you go any further!
She may have a bladder infection, I would get it checked out just to be on the safe side, it could be serious! She could be very ill indeed! Do you take proper care of her?? I think not!
Well this can be due to anal gland disease is one of the most common reasons a dog will lick under the tail. Dogs and cats have two anal glands (also called anal sacs) on each side of the anal opening. These can become impacted or infected.
