If the antibiotics and steroids don't appear to be working another thing you could try which I had suggested to me for my labrador by a friend who is a dog trainer is giving them some yogurt mixed through their dry food if they have dry food or even just on its own for a couple of days. I use this for my lab when she starts licking a lot and after 3 days she's good for a long while and usually doesnt start licking again til 6 months or so down the track. I hope this helps
