It is highly unlikely that a puppy of that age will be able to get a female dog pregnant. This is because most dogs do not become sexually active, not reaching puberty until they are around six to eight months old. It also depends on the type of breed you own. You should check the certificates or documents that came with your puppy just to confirm the age.
So in this case a puppy who is three months-old is not a full adult yet and will not be able to produce any sperm. The sperm is essential because that is the only way a female dog will get pregnant which will fertilise an egg in her womb to make a puppy.
When your puppy matures to around six to eight months of age he still will not have reached his full sexual maturity and his level of sperm as well as the quality of it will be far below let's say a dog who is at the prime of his life at aged two.
The only possible way for a female dog to get pregnant is when the male dog reaches its age of maturity as well as physical peak which is usually around the age of two.
You may want to run some additional tests to see if this is the case but for any reason you do not want your dog to run around after two years and impregnate every female dog he sees in the park then it is advisable for your dog to be neutered.

You have not mentioned breed of your dog. Puberty in male dogs takes place at the age of 6-8 months. A 3 month old dog is puppy not adult. He will be able to become father after achieving puberty. But at the age of 6-8 months, his sperms are not of good quality and he might not be able to make a dog pregnant. This is possible at complete maturity that is 2 years of age. Also, some fitness tests for breeding purpose are possible at the age of 2 years, so, it will be good to allow him mating after 2 years of age. But it will be more better to get him neutered if you are not a professional breeder.

No a three month old dog would be too young and could not have reached puberty yet. You should wait until the dog is AT-LEAST 6 months but I would say that you should until the dog is 2 years of age(in human years)

No it can't. A male dog is not ready to breed until atleast 7-8 mo. Of age and even then its too early. Also dogs must get tied together during mating for it to take.

Dogs don't need to be tied together for it to take. I've had two litters and never tied my dogs together.
