Milky or cloudy color of urine in dogs is not good sign. This can be due to urinary tract infection. This infection is usually caused by bacteria. Some condition can increase the risk of urinary tract infection like kidney stones, bladder stones, bladder cancer, and bladder tumors. Symptoms of urinary tract infection includes cloudy and fowl smelling urine, pain during passing urine, excessive urination, loss of appetite, lethargy, fever, weight loss, and vomiting.

Diagnosis includes physical examination, medical history, blood tests, urinalysis etc. So, take your dog to vet.
