Good question. Dogs were always considered wild but not although they are.
For "worrying" sheep, a landowner/farmer may legally shoot a dog (it's reckoned that around 90 sheep are hurt in the UK yearly) Domestic cats kill 80,000,000 birds in the UK yearly (RSPB figures). Why may I not protect UK wildlife by shooting cats?
