Seek veterinary attention for your puppy. It is possible this lump is an abscess forming or may be swollen from localized trauma. Your puppy will benefit from pain medication/anti-inflammatories and may need antibiotics.

Well... You really should take her to the vet real fast, it could give your dog brain damage, and if you can't do that (I hope you can) then if you want to touch her my advice is don't touch her on the head it could hurt her badly, give her a lot of rest and make sure she's right away from danger
