If it were me, I would check shelters and Craigslist. There's really no way to see which genetic side the dog will favor when looking at a young pup. There are lots of these dogs in shelters simply because they were adopted by families as house pets, and favoring the border collie genetics, they turned out to be a nightmare due to the very characteristics that you are looking for( strong herding instinct and nuclear powered work ethic ). You should easily be able to find a partially grown pup that has been given up so you can judge for yourself if it has the characteristics you desire. At least this way it won't be a crap shoot.
