Your dog has a disorder known as Pica. This means it eats objects that are not appropriate food items. Your vet will need to check for this, but there are times when Pica is a behavioral problem rather than a biological one.

If you feel that the dog is doing this because it is anxious, then you need to figure out what is making it anxious and make it's environment calmer. However, sometimes Pica is an attention seeking behavior as well, try startling your dog while he is eating rocks or mulch, and try to make it so he can't know it's you making the noise. Give the dog more time during the day and see if this cures him.
