This kitten is seriously and potentially fatally ill. It is very concerning that the kitten is unable to walk. This may be due to severe weakness or hypoglycemia. Kittens are very sensitive to dehydration, hypothermia, and hypoglycemia--these secondary complications can be fatal.
Common problems with kittens include trauma, toxin exposure, infectious diseases, and congenital problems.
Seek veterinary attention immediately for this kitten. It needs supportive care and diagnostics to find the cause.

It could be a lot of things.  The likelihood depends on how old it is. It could have a hernia. The severe pain from an internal injury would keep her from walking or eating or drinking. Maybe she got accidentally stepped-on and nobody will own up to it.  Other sicknesses could also be it. Maybe she ate something that caused a blockage. Again, the pain from that would cause her to not want to move.
