Your dog might be excited or feeling fearful conditions. These two conditions can cause excessive panting. More likely, fearful conditions are causing this panting in your dog. You should spend some time with him and try to ease his fear by playing with him. Other conditions that can cause excessive panting in dogs are

1. Fever
2. Heartworm
3. Hypothyroidism
4. Poisoning
5. Anemia
6. Heart diseases

So, it will be better to get help from your local vet.
