NO, Absolutely not. You will make them very very sick if they would drink it, number one, and number two, it will dry their coats out and cause you all kinds of problems with their skin. Sorry.

My dog got to conditioning every week and swims on a treadmill in chlorinated water. It is very low numbers and my dog is watch at all times to make sure he does NOT drink the water. If he is not rinsed right after it could bleach out his coat as he is a Siberian Husky.
