Good luck with that ! I had to bring my dog's water dish inside so he would have plenty of water during the Summer. I also bought a bird bath and keep water in it and the problem was solved.

You could put a birdbath out, but I don't think birds will distinguish between a birdbath and your dog's water bowl! If you feed the birds, I've always found it helpful to place the birdbath where you feed them, and away from your dog's water bowl.
