From what I have picked up on other websites the simple answer is yes. It has been advised to me though that you should only give them Nurofen for children. Alternatively if one pill is right for a 70 kg human then half a pill is right for a 35kg dog. It is easier to give a big dog Nurofen as it's easier to work out the dosage correctly. Problems with overdosing may occur with small dogs, as your margin for error is much less.
