Lumps or any growth on the skin need physical examination to diagnose properly. There are many possibilities about lumps on your dog. These lumps can be
  1. Lipomas
  2. Hives
  3. Hematomas
  4. Sebaceous cysts
  5. Warts
  6. Abscess
  7. Infected hair follicles
  8. Cancerous growths
You have not mentioned signs of illnesses that your dog is having. These signs can be helpful for the diagnosis. So, in my opinion, you should take your dog to vet for proper diagnosis and treatment.
