It depends upon the state in which you live.  You should leave breeding hamsters to certified and licensed breeders.

There are many very good reasons for this.  First, you need to have a very good knowledge about hamsters and hamster care.  You also need to know that large hamsters have to wait at least four to six months before having another litter.  If you breed them too fast, then you could have unhealthy babies which the mother eats.  This is also unhealthy for the mother and getting pregnant too soon after giving birth can kill the mother.  Do you know how to sex babies?  This is also extremely important because if you keep the brothers and sisters together for too long, then you will have inbreeding and the possibility of all sorts of genetic problems.

Additionally, most pet stores will not buy hamsters from you as you are not a certified, licensed breeder and they need to know the hamsters they are selling are healthy.

Please leave the breeding of hamsters to people who are professionals.  If you have a litter that no one will buy, then you are trying to give them away to people who will take them because they are free, but really would not buy one and give it the proper care it needs.
