Dog Is Breathing Hard And Cannot Stand Up. What To Do?

My 13 year old lab is breathing hard and can not stand up. She is when she does get on her feet she is shaky and falls all over the place. She is also having some vomiting. It is yellow in color no food just fluid. What could this be
