How old is your dog? If he has had any injuries as a young dog, or if he is getting to be an old dog, then he could be developing arthritus. Get him to a vet for a check up and they can probably get him on some medicine to relieve his stiffness.

You could bring her to the vet. They will prescribe her some anti-flammatory medication or you can get chondroitin or glucosamine which will both help her joints. It is very common in large dogs and older dogs.  Damp weather also makes arthritis and pain worse.  To manage the pain you can also give her buffered aspirin. Hope that helps

If she is an older dog It can be Arthritis hurts to get up and down and depending on the weather and so forth it may hurt sometimes and may not.
You can give glucosamine for this depending on the size of dog. Large can have 2 of our normal strength pills.

Your dog needs to be examined by a veterinarian.  Trouble rising can be due to arthritis, neurological issues, trauma, severe weakness (secondary to many conditions), or obesity among others.  Your veterinarian can determine the cause of this problem and then start appropriate treatment.  If these cause is related to pain after confirming your dog's health via examination and bloodwork appropriate pain medications can be prescribed.
