Watery eyes in dogs can be due to irritation in the eyes or abnormal tear drainage. Irritation in the eyes can be due to inflammation of the conjunctiva caused by bacteria or virus, glaucoma, and problems in the eyelashes and eyelids.

Sometimes, skin hairs can reach to eyes or abnormal growth of eyelashes to the inner side of the eyelids can cause irritation. Allergy to smoke, dust and air pollution can cause water eyes in dogs.

In my opinion, your dog might be having conjunctivitis but, it will be ideal to take your dog to vet for differential diagnosis and most appropriate treatment.

Your pup may have Dry eye and needs to go to an eye doctor or Opthamoligist before the eyes become ulcerated and it goes bling.

I don't know how old your dog is but it could be cateracts, or has your dog been sick lately? My little Shih-Tzu was sick recently and I noticed her eyes running more than the norm. Vet said when they get as sick as she was there eyes kind a sink back in there head some and it causes there eyes to water more. Thankfully she is all better now. I hope everything turns out good for your pet as well.

More than likely its cataracts if your Shih tzu is a few years older. Make sure you keep the hair away from that eye area..
