I don't think so. This behaviour is normal in younger dogs especially small dogs. My dog used to do that when she was young too but eventually she grew out of it. I wouldnt take immediate action unless it becomes more frequent or lasts longer everytime. With my dog she only did that when she was excited so try to pay attention to what triggers that behaviour.

Make sure you know about spikes disease its only found in Border terriers not many vets know about it!
