Well dear it could be smegma, but don't worry because it is actually healthy for dogs. But it would be highly suggested to take your dog to the vet, because it might be something serious as well. It could be because of a urinary tract infection. Just give him plenty of water and keep him clean. He'll be alright.

If your dog is a female dog this could be puppy vaginitis--this is an inflammation of the vaginal canal that can result in secondary infections and often results in discharge. Dogs of either species can have discharge secondary to a wound in the genital area.
