Well dear it could be smegma, but don't worry because it is actually healthy for dogs. But it would be highly suggested to take your dog to the vet, because it might be something serious as well. It could be because of a urinary tract infection. Just give him plenty of water and keep him clean. He'll be alright.

Thanks for the info. We took her to the vet late last night. she was vomiting foam with a little blood. She seemed really tired and in pain. the doctors said that she could have parvo. all the test are way to much $$$ money for us to pay so we just took her home. When we got home she peed out of her but and has done it a couple of times today. However, she might be pulling through this thing. we got her chicken broth she drank a bunch of it. she's on chewing on a bully stick. she seem a little better.

If your dog is a male dog this discharge could be smegma (this is normal).  If your dog is a female dog this could be puppy vaginitis--this is an inflammation of the vaginal canal that can result in secondary infections and often results in discharge.  Dogs of either species can have discharge secondary to a wound in the genital area.
True urinary tract infections are uncommon in puppies but needs to be ruled out.
Your dog needs to be examined by a veterinarian to determine the cause of the discharge.
