Find a veterinarian who sees bird and specifically poultry.  They will be able to help you when these questions come up.  I would also have your veterinarian demonstrate for you how to clip feathers.  If you clip incorrectly you can cause bleeding and feathers can bleed profusely.  This can also be painful for the bird if done incorrectly.

I had the same problem as you my chickens would not stop getting out of their pen, so I took them to the vet and asked them how to stop them from flying over the chock pen and she showed me how to cut their wings and all you do is get their wing and pull it out and cut the back feathers only and only take off about 1cm and you only do that to one wing not both. I do the right wing of my chickens and some still seem to fly so the ones that do you get them and take a bit more of but not too much.

What I do is clip the first 9 feathers from the tip of the wing to the first joint. It puts them off balance when they fly. If they still get out either you clipped both wings on accident or they are jumping, not flying. Only clip one wing not two! If you clip both it puts them on balance again and all they have to do is flap harder.
