When I read your description, the first thing that came into my head is that it is a hummingbird moth. Upon further checking, the snowberry clearwing hummingbird moth actually has the yellow and black stripes of a bee. I do not know if they live in your area or not, but hopefully now that you have some sort of name, you can do further research.

Another possibility would be Doll's Clearwing Moth. Similar in appearance to a hummingbird and similar behavior.
