Visine comes in many varieties today. It originally contained a medication that constricted the vessels in the eye--this led to decreasing the redness ie Visine gets the red out. This formula should not be used in dogs.
Visine does have some other products that are simple artificial tears. Artificial tears will not harm your dog and can be used. To be safe I would have the product looked at by your veterinarian before using it in your dog.
Conjunctivitis is a bacterial infection of the outer surface of the eye. Artificial tears alone are not going to solve the problem. Have your dog examined by a veterinarian and placed on appropriate topical ophthalmic medication. They may do a Fluorescein stain to make sure there are no scratches or ulcers on the cornea (outer surface of the eye). If the cornea is intact then a product with a steroid can be used which will reduce redness, irritation, and discomfort.
