A curry comb is used on the body of the horse; you're supposed to firmly brush the horse in circular patterns. This does many things, such as scratch the skin and relieve it from itching, massage the muscles, and remove shedding hairs from the horse's body. Take extra care when near the legs, though; the skin is thinner there and is more sensitive. It depends on your horse for the amount of sensitivity. People usually don't curry comb the horse's face, either; just use a face brush.
