Whoever said that you won't find any poisonous snakes (rattlesnakes) in the populated parts of Oklahoma City is way off base. We found several last summer in a field between ours and another housing addition. Look hard enough, or poke around in the wrong places and you can find them. To say they don't exist there is very misleading. They are there, they opt not to be seen in populated areas (they truly are more afraid of us than we are of them).
I have searched and there are no black and yellow poisonous snakes in Oklahoma. There are non-venamous snakes that have black and yellowish markings. I would not attempt to catch these yourself. I would contact your local animal control company and get them to remove the snake.
There is a venamous snake called the Western Pygmy Rattlesnake that has black stripes with a browny orange stripe in between the black stripes. Makes sure its not this. As they are poinsonous.

I just cot a snake just like that and it rattles it,s tail I think it is a common non harmful king snake or a garter snake
Just because it rattles it tail does NOT mean its dangerous, king snakes and rat snake are know to shake there tail to make them appear like a rattle snake. But if it does have a rattle on there tail then that is whats dangerous.
As for the black and yellow snake, if it is black with yellow speckles on it. It very well could be a speckled king snake, I live in tulsa, ok and recently found one under a rock in my backyard so there in the area
