It has a poor bite, check to see if it has a wry mouth (this means his teeth do not align properly on the side his tongue is hanging out of).

This is normal, do not have surgery conducted on your pug (I don't think that any vet would even perform the surgery). I have a 3yo pug who does the same thing and our vet says it's ok and shouldn't cause him any problems. All pugs have long tongues in order to try to cool off during panting due to their inability to breath properly.

Just enjoy how silly your pug looks and love him for his goofiness, which is why pug owners get pugs for in the first place. :)

I have a pug with a long tongue that hangs out also. He has had an infection on his tongue and my vet suggested partial amputation. I also have to put lubricant on his tongue every day. So yes, a vet WILL perform this surgery, apparently. :(

It seems as if it has some kind of digestion problem which is causing this problem. Change its food that will help it a lot to divert its attention. Moreover, it will change its taste and recover its poor digestive system. Give it high quality food rich in proteins and fibers.
