Yes, it's a Yellow Rat Snake(Elaphe quadrivitatta), a very, very common non-venomous species native to Florida. The further south in that state you go, the brighter yellow the Rat Snakes are. In the Everglades and the vicinity, they are often bright orange. I have a young Yellow Rat from south Florida as a pet, and it's very bright gold-yellow.
