Basset hounds, being a type of "hound" dog, do howl sometimes. Since hounds were, and still are, used for hunting, it is just one of their traits. When people first started using dogs to hunt animals, they used hounds and would get them to howl when they smelled, heard, or saw another animal. It is just something that their ancestors did, so they do it too.
