You need to see a vet because that could be a prolapse which is when the inside lining comes outside. It is also very possible that there is an underlying cause or illness that needs to be treated as it often happens when they have had diarrhea form something else. If it's not a prolapse you still need to seek treatment because whatever has been going on has obviously been going on too long, indicates a problem and needs treatment.
