You can go to your vet and get a special spray called poison apple and spray it on the bushes he'll stop eating them because dogs hate the taste and smellof the spray. It does work because I have used before.

My dog always eats rose bushes (thorns and all) she even eats any kind of wood she can chew. I think is because she has something in her tooth or has a sore tooth but I'm not sure?
