You should stay out in the garden with him and make sure he is pooping. When he has accidents on the steps take a newspaper, hit your hand, don't hit him and say in stern voice NO! Make sure your hand is touching near his head or nose but see he is not getting hit at all but it shows him that he shouldn't poop there..
