Could be a yeast problem. Is the area moist? Rub your finger across it (or a tissue, if you're queasy) and smell it. Yeast smells, well, kind of Yeasty. Clean the area with a hydrogen peroxide / water misture, and powder to keep it dry. Keep your dog from licking it, which may require a cone on her head.
You can also try a very good medicated shampoo,
