It sounds like anxiety. That can happen when a dogs is not use to something and it scares them.
My dog started panting today. I live in California and we hardly get rain, but it started raining today all day. He started Panting, shaking and acting strange, we walk to another room he starts to panic. It comes and goes though. What could be wrong?
