I would say it depends on person to person. Chihuahua's do shed hair, not as much as other dogs perhaps, but this can still cause allergies(medium shedders). They are somewhat hypo-allergenic, but I think the shorthaired ones.
Some people cannot be in contact with any dog type, others are only allergic to certain breeds or animals for that matter.
They do not have as much saliva as other dogs (bigger breeds) and if the dog is inside of the house, it will be required to bathe your dogs more, so there will not be as much loose dander etc for you to get allergic to.
I am badly allergic to cats, but I have a chihuahua, and have found that the dog is more allergic and is affected by the same allergens as I am: Dust, pollen, etc etc.
He does not cause me to be more allergic though, unless I haven't bathed him for more than 2 weeks (because he gets too cold)
He sleeps in my bed with me. I don't seem more allergic than normal.
What I would do though if you do have a chi (or any other dog in the house for that matter), is that you should at least clean your house twice a week to get rid of any hair and any other allergy causing things like dust.
