My cat does that every year.  This year the skirt is there but with tangerine peels (no pith) Not sure if she peed on it yet.....but she was under the tree this morning (it's a fake one) She used to pee on the real tree in my other house, as well as climb it and knock it over!  I have an orange and will use that.  Someone suggested sage (which repulses me even).  If there's a towel on the floor she'll pee on that, too.  It's a cat thing...who knows!

Our cat has this same problem, usually he pees in corners or on entry rugs.  I started removing our xmas gifts from under our tree last night because we are traveling for the holidays and one large present in the back felt wet underneath - indeed the cat peed on it, you could smell it.  I don't know what to do with him either, we are now in a brand new house and do not want him to ruin our floors.  Help!!

Your cat may be experiencing stress, anxiety, or have developed a substrate preference. Talk to your veterinarian about other changes you can make to the environment aside from picking up clothes to try to meet your cat's needs. Some of these include adding an extra litter box, cleaning litter boxes very frequently--even twice daily, having toys, scratching posts and other means of environmental stimulation. Often behavior modification needs to be used in combination with behavioral medication. Talk to your veterinarian about adding in a behavior medication.
