Polycythemia Vera is an uncommon disease in dogs.  I recommend discussing your dog's case with your veterinarian.
Polycythemia Vera or Primary polycythemia is a disease where a stem cell becomes transformed in the bone marrow, gains a selective advantage and starts producing excess red blood cells.  This can progress to leukemia.
This is typically diagnosed by ruling out the other causes.  A bone marrow cytology and erythropoeitin (stimulates red blood cell production but not involved in polycythemia vera) level can be supportive of this diagnosis.
Talk to your veterinarian for further information and specifics regarding your dog's case.
