There is no primate species called a 'finger monkey'. It won't look good on your applications for licenses either and neither your specialized vet nor your inspector's would be particularly impressed with your ability to provide care if you called a primate a 'finger monkey'. Perhaps you meant something like a Pygmy Marmoset or something? You will need to find out in order to learn about care and whether you could provide it and there is no monkey that isn't expensive as far as initial purchase and providing care (daily and not just the very expensive regular vet bills and they are seen as often as children) in any sort of reasonable manner. What are you referring to as a finger monkey? There really isn't any species of primate that is called a finger monkey. We can figure it is likely some type of marmoset (there are many) or other species that is usually very small but we don't know. Is it a pygmy or common marmoset (and even at that size many can't deal with the biting and the musk and proper care and environment) or something else? It is most likely a pygmy marmoset and that is how people that know about primates are going to refer to them and be able to understand what the heck you are talking about but since 'finger monkey' is a reference or description and not an actual type of primate there is no way to be sure what any given person using the term is talking about. We need the actual species and people interested in them have to know what species specifically they are to make any sort of informed decision (usually resulting in deciding not to love with a non-human primate) or to provide any sort of proper care. Then you would look into local animal control, fish and game, and USDA (all of them) to find out licensing and requirements.
